What Is a Local Agent?

A Local Agent serves as the designated local representative for a property owner who does not reside in the same city or jurisdiction as their rental property. The Local Agent acts as the owner's local point of contact and helps ensure the property remains compliant with local laws and regulations.

For rental properties in Cleveland, a Local Agent is often required under the City's Residents First program for out-of-town property owners.

Responsibilities of a Local Agent

  • Serve as the designated local representative for the property.

  • Receive and communicate city notices, code violations, and other official correspondence.

  • Act as the local point of contact when issues involving the property arise.

  • Coordinate with the property owner and/or property manager regarding compliance matters.

  • Conduct or coordinate exterior property inspections as required.

  • Represent the property owner when local representation is required, including court appearances when necessary.

  • Help facilitate communication between the City, the property owner, and the property manager.

What a Local Agent Does Not Do

A Local Agent is not a Property Manager and does not handle the day-to-day operation of the property. Responsibilities such as collecting rent, managing tenants, coordinating maintenance, leasing units, and overseeing repairs remain the responsibility of the property owner or property manager.
